Jamal Saghir

Professor of Practice, ISID, McGill University

Jamal Saghir is Professor of Practice at the Institute for the Study of International Development at McGill University, Distinguished Fellow for Economics and Development at the American University of Beirut and Senior Fellow at the Payne Institute for Public Policy, Colorado. He is also Special Advisor to the Executive Committee of Bollore Transport and Logistics; member of Board of directors of CICA and SATRAM-HUILES SA; Switzerland; member of Board of directors of FFA Private Bank, Lebanon; member of the Board of Global Center on Adaptation, The Netherlands.

From 2011 to 2016, Mr. Saghir was Africa Director for Sustainable Development and Senior Regional Advisor at the World Bank. In these positions he held directorship in Energy, Water, Transport, Environment, Agriculture and Rural development, Infrastructure and Sustainable Development. He managed one of the largest department of the World Bank Group with over 400 World Bank staff, an equal number of consultants . He was responsible for a portfolio of close to 300 projects worth around US$25 billion.

From, 2001 to 2010, Mr. Saghir was Director and Chair of the World Bank Group’s Boards for Energy, Water and Transport. In this capacity, he led the Bank Group’s activities and guided its lending strategy in energy, water and infrastructure sectors and its implementation in member countries.

From 1990 to 2000, Mr. Saghir served in senior positions, management and leadership roles in a variety of energy, private sector development, restructuring operations in Africa, Latin America, Central and Eastern Europe, the Middle East and North Africa.

Mr. Saghir was appointed in 2009 by the UN Secretary General Mr. Ban Ki-moon as core member of The Secretary General's High-Level Advisory Group on Energy and Climate Change. He was also appointed as core member of the Global Energy Assessment from 2008-2011. He has contributed to over 60 publications and books. He is the author of " Stories of a World Banker", 2018.
