Dr. LeBlanc served as Special Expert on Emerging Contaminants for the U.S. Department of Defense with expertise in international environmental law, in particular, the European Union ‘REACh’ legislation. LeBlanc is also the former Director of Engineering and Research for the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA). Prior to those appointments, she was the Laboratory Director for the Toxics Use Reduction Institute (TURI) at the University of Massachusetts Lowell and part of the team that won the prestigious Ford Foundation’s Innovations in Government Award. She was the 1st American woman to graduate from Erasmus University’s doctoral program in sustainable development and management. Her background includes chemical engineering experience in industry as well. She is now an adjunct professor in Environmental Studies at the University of New England. Her interest in green chemistry has led to technical advances in protecting the ozone layer and advances in climate change.
